The G-BA has 13 voting members forming the so-called plenum. The representatives of care providers are only entitled to vote on topics that essentially affect their area of care. Otherwise, voting will be proportionally transferred to organizations with voting rights.
The plenum discussion is also joined by 2 representatives from the Conference of Health Ministers of the German states, and 1 representative each from the German Medical Association, the Federation of Private Health Insurance Providers, the German Nurses’ Council, the German Psychotherapy Association, and the German Dental Association, for topics concerning these professions.
The standing rules and the code of procedure form the legal basis and rules for the work of the G-BA. These are decided by 12 members: 2 representatives from the German Hospital Federation (DKG), 2 from the KBV, 2 from the KZBV, and 6 members of the GKV-SV.
The finance committee is made up of 1 representative from the German Hospital Federation (DKG), 1 from the KBV, 1 from the KZBV, and 3 members of the GKV-SV.

Patient representatives
Patient representatives take part in discussions of the plenum and all sub-committees. They are allowed to put topics on the agenda by submitting petitions, but can’t vote.
